Claire Leigh joined Impetus as Director of Public Affairs in January 2026.
With a strong background in public affairs, policy and leadership, particularly in the international development sector, Claire has worked in well-known organisations and institutions including Save the Children UK, the Overseas Development Institute (ODI), and the UK Government.
She has extensive experience leading work on public policy across both UK and international contexts, advising leaders and decision-makers in a variety of countries, and supporting young people’s life chances and child rights both here and abroad.

Claire is excited to lead Impetus’ Public Affairs team to build on our communications and policy work, bringing about long-term, systemic change in the youth education, attendance, and employment spaces.
Outside of work Claire likes to sing, is passionate about musical theatre, and her favourite book is ‘Mrs Dalloway’ by Virginia Woolf.
